Humanitarian Interventions and International Aid: Do They Respond to Palestinian Priorities?

The Oslo Accord and the Paris Economic Protocol constituted a major transformation not only in the structure of the Palestinian society and the power relations within it but also in the volume and intensity of the interventions of the international community, led by the United States and the European Union, within the Palestinian society in the West Bank and Gaza Strip, which appeared in the intensity of the increase in funding and aid to establish the institutions of the Palestinian Authority, to pass what was then called the “Peace Treaty,” which was supposed to lead to a two-state solution. With the outbreak of the Second Intifada and the assassination of Yasser Arafat, the volume of international aid doubled within the vision of “state institutions-building,” and reached high average compared to the population.
